Personal Profile
Gary L. Conlay was born in Winnfield, Louisiana, on May
30, 1958, but has lived in Natchitoches, Louisiana his entire life.
Mr. Conlay attended Northwestern State University in
Natchitoches where he was a member of the marching band. He received his B.S. in
Accounting in 1979. He received his Juris Doctorate from Louisiana State University Paul
M. Hebert Law Center in 1982, graduating in the top one-third of his class. He spent
one summer studying law in Greece. Mr. Conlay also attended Southern Methodist University
School of Law and received his LL.M. in Taxation in 1983. While there he received an
academic scholarship.
Gary L. Conlay is licensed to practice before all
Louisiana and Federal Courts including the United States Tax Court. He has met the
requirements of the Louisiana State Bar Association Board of Legal Specialization and has
been certified as a Tax Law Specialist and as an Estate Planning and Administration
Specialist. Mr. Conlay is a member of the Natchitoches Bar Association, the
Louisiana State Bar Association and the American Bar Association. Currently, he is serving
as the secretary of the Natchitoches Bar Association. He has been in private practice in
Natchitoches, Louisiana since his graduation from Southern Methodist University in 1983.
Mr. Conlay has served as an instructor and lecturer of
Business Law and Taxation for Northwestern State University's Division of
Business and as an instructor in Northwestern's paralegal program since 1983.
Mr. Conlay has also been active in the community, serving
as president of the Natchitoches Rotary Club, and as a board member of the Natchitoches
Northwestern Symphony Society. Mr. Conlay volunteers his time and talents in the school
system as well by being a speaker at career day at the high school and in the elementary
school as president of PALS (Parents At the Lab School.) In the past, he has also served
as PALS treasurer in addition to working on various committees. As a Natchitoches Area
Dixie Youth Baseball board member, he has served in the capacity of Wee-Tee Commissioner
as well as a team sponsor and coach.
An avid runner, Mr. Conlay ran in the Nokia
Sugar Bowl Marathon in 1997. Sailing and the study of karate are his other pastimes.
